White PAPERs are called overviews of achievements, standards and technologies to IT-topics. They give an overview of pro and cons, costs and Einsparungspotenziale on two to ten sides. They are to show the authority and wake the confidence.

The White PAPER is used increasingly primarily as communication instrument.
