A warning system is usually offentlich more organized in - service for warning of dangers and for the Vorbeugung of damage. Often warning systems serve even for the greater help after occurring the harmful event.

As a rule the basis of a warning system is a cross-linking of registration offices, data lines, experts and locally distributed measuring instruments or sensors. For alarm plans there must be defined procedure ways and responsible partners.

Forecast of coming damage

A warning is the forecast of a coming damage, which could be however still prevented or gelindert. No typical warning is however, if nothing more can be made - nevertheless the realization of the case of loss should already flow here into the first phase of its processing.

In order to develop a meaningful warning system, generally two risks are to be weighed against each other, which are connected in the theoretical statistics with the so-called probability of first and/or second order: A) To forecast information about each possible damage - to announce with the consequence of frequent false alarms and certain blunting of the concerning b) only very probable damage events - with the risk to consider unexpected effects or unfortunate concatenations not sufficiently. C) Therefore the correct beginning of the danger threshold is a question crucial for politics, administration and public.

Furthermore each reliable prognosis the entrance of reliable data as well as appropriate analyses precedes and usually also research. The Verquickung of such (partly more being based on private initiatives) work with public interest is to be likewise considered.

Admitted warning systems

Alarm and warning services are there for the most diverse ranges. Well-known examples are:

• Motoring information in the broadcast, ice and pilot warning
• Thunderstorm and Sturmwarnung for tourism and navigation
• Avalanche warning (see also ski routes)
• Fire-alarm box, smog and ozone warning, poison accidents
• Hydraulicgraphic services, see also floods
• Volcanic observation and earthquake stations
• Tsunami warning system (for example PTWC)

The best warning service uses however few, if urgent messages are not passed on rapidly and to the suitable places. Depending upon kind of the danger must be taken precautions in this connection also for the night hours and for weekends, likewise for the possible readiness of hospitals and/or auxiliary and task forces. Often also specialized serving places are to reasonable, in individual cases also enterprises beside police or Ministries.
