Ulvi Kulac (also ) (* 13 December 1977 in Naila) on 30 April 2004 because of murder and repeated sexual abuse at children attention exciting process to life imprisonment one condemned. It was unusual that there were a corpse nor other traces for the murder neither as proof and the condemnation only due to a recalled confession of the mentally handicapped taken place.
Kulac was born as a son of a Turkish father and a German nut/mother. With three years it had suffered heavy mental damage by a brain skin inflammation. Its level of development is equated with that 10 to boys. Parents lead a tavern in the upper-Frankish 1200-Einwohner-Gemeinde Lichtenberg. There Ulvi Kulac worked occasionally as an auxiliary waiter.
In the summer 2000 it abused a seven years old boy sexually. The nut/mother Elsa Kulac experienced of it and indicated him. It turned out that it had passed in at least 20 cases since 1996 against boys. It had, as it admitted, cookies offered to children, if they got involved in "doctor plays". In September 2001 it was instructed in Bayreuth into a psychiatry.
To 7. May 2001 disappeared the Peggy of nine years Knobloch from Lichtenberg on the way home of the school. Despite intensive search, which was enough into the Tschechei and Turkey, it remained untraceable. Kulac was heard first after references by Peggys nut/mother, showed however an alibi, which had provided its nut/mother for him.
A newly formed special commission examined all traces again. In March 2002 the clothes were examined by Ulvi Kulac without findings. In October 2002 it was arrested in the hospital and again cross-examined. With this hearing confessed Kulac, the girl at the 3. May 2001 in its dwelling to have abused. To 7. May it expected it on the way home and to excuse to want itself. Peggy ran away however and threatened to betray it. On the Lichtenberger lock place it caught up it. Later Ulvi Kulac recalled the murder confession, the confessions because of the remaining cases of abuse kept upright it. Lawyer and parents are convinced that the confession is to be explained by the exhaustion with the hearings for hours, as well as by leading questions and wrong promises on the part of the police. In the grounds however is assumed Kulac would not be able such a history to design, so that one can accept which he experiencing described.
On 30 September 2003 before the regional court yard under exclusion of the public the process was opened. Because of an error in juror occupation the process was broken off and taken up on 7 October again. On 28 April 2004 Ulvi Kulac was condemned to life imprisonment. Main indication was the confession of the accused. The judge considered it legal come and reliably. In addition the accused is criminally liable with a IQ of 68.
The defense went into revision with the reason, a so perfect crime can by its mandator not have been committed. In addition it gave witnesses, the Peggy allegedly still around 19:00 clock would have seen, while according to public prosecutor's office the act had been committed against 13:30. On 25 January 2005 the Federal High Court rejected the revision, the judgement is valid thereby. Ulvi Kulac serve his punishment in a psychiatric hospital in Bayreuth. Parents and parts of the population of Lichtenberg believe steadfastly far in the innocence of Ulvi Kulac.
Since as valid Ulvi Kulac mentally handicapped at present the process a responsible person had not been granted, a constitutional complaint was submitted, which was not granted yet. A responsible person for Ulvi Kulac was meanwhile judicially appointed.
