A traffic group is a legal and organizational union of regional administrative bodies, in Germany thus districts or circle-free cities as well as the transport enterprises of a region for the common and co-ordinated execution of the public local passenger traffic.

Goals are

  • a uniform tariff
  • from all transport enterprises recognized uniform tickets
  • co-ordinated timetables
  • uniform timetable information and
  • the connection safety device, independently of the transport enterprises.

The traffic group as an organizational unit further tasks can be transferred e.g. in the range planning, coordination and service of the subjects of function and transport enterprises involved.

Traffic community

At a traffic community it concerns in contrast to a traffic group a co-operation of the transport enterprises involved.

Tariff group/community

A tariff group or a tariff community guarantees only a uniform tariff.

Fundamental

To all kinds of the unions in the it applies in principle that in a region in the local passenger traffic at least all means of transport, also from different operators to the same tariff, can be used thus with only one ticket. The traffic area is mostly arranged in addition into wage areas, honeycombs or zones so mentioned. The price of transportation is then no longer distance dependent, but orients themselves at the number of the durchfahrenen wage areas.

Subject of function

In Germany subjects of function are fundamental

  • for the rail local passenger traffic (SPNV) the Lands of the Federal Republic (since the course reform in the year 1994)
  • for the road local passenger traffic (land) the circles and circle-free cities.

Depending upon Land of the Federal Republic there are different regulations. So inserted in some countries for the rail local passenger traffic a middle level in the form of which the planning, organization and arrangement of the SPNV became to transfer.

The subjects of function often more or less delegate tasks on those

  • Traffic groups
  • Traffic communities or
  • Tariff group/communities.

As a rule a traffic group is also a Zweckverband for the SPNV.

Details are regulated also in the respective land laws (e.g. in North Rhine-Westphalia the law).
