TESTA Abk. for "Trans European services for Telematics between administration"

It is a European net for the Sicherstellung of communication between administrative mechanisms in Europe. The development of TESTA is accomplished under leadership of the KoopA automatic data processing (co-operation committee automated data processing federation/countries/municipalities).

With TESTA it concerns a so-called "overlay net", thus a net that on an existing net infrastructure touches down, but virtually and logically a net closed in itself forms (see VPN)

A fundamental task of the TESTA of project is the union of the German domestic national grids and the binding of individual federal authorities. A subsidiary of the German Telekom AG took over the technical structure and the support of the net.
