The German Federal Institution technical welfare organization was created on 22 August 1950 as civilian and disaster control organization of the federation. It is subordinate to the Federal Ministry of the inside.

Tasks

The tasks of the THW are fixed by that:

Civil defense

Technical aid in the civil defense, is historically the main reason for the creation of the technical welfare organization. In the case of defense the units and mechanisms are to participate in the civil defense, to thus protect the civilian population as well as life and defense-important enterprises and mechanisms and eliminate dangers, in particular in salvage and Instandsetzungsdienst.Das the THW are (wanted historical) to the Federal Ministry of the inside (BMI), and not the Federal Ministry of the defense (BMVg) subordinated. Fight against disasters at the request of the competent authorities

Technical aid with the fight against disasters, public states of emergency and accidents of larger extent at the request of the authorities competent for the danger warning, in particular in the salvage and repair service.

The THW reproaches its country widely stationed units not only for the Kriegsfall, but carries on requirement legal assistance out for other authorities; mainly in the local danger warning of the municipalities and cities, thus the fire-brigades, in addition, for emergency services with mass accumulations of hurt one or the federal police and the tariff (e.g. lighting).

History

1919 created Otto Lummitzsch the technical help in need, which participates during the Second World War in the civilian air protection.

Organization

The THW has approximately 78,000 honorary aids, about 15,000 young aids (members of the THW youth) and 860 full-time coworkers. It is possible to do with the THW its military alternative service. For this the minimum obligation duration amounts to at present 6 years.

Authority structure

As federal upper authority of the Federal Ministry of the inside the president with the THW line manages the THW. By February 2002 until March 2006 was this Dr. Georg Thiel, which was carried back however with effect to 01 April 2006 to the Federal Ministry of the inside. As a new president the past director/conductor of the citizens of Berlin fire-brigade, director of national fire Dipl. became - an engineer Albrecht Broemme, with effect of 16. May 2006 appointed. The seat of the THW line is in Bonn bath Godesberg as well as the Federal Office for population protection and disaster relief (BBK).

Eight regional organizations (for a Land of the Federal Republic) and/or land federations (for several Lands of the Federal Republic) are the partners of the highest Land authorities as well as the regional organizations of other organizations and Stellen.In these land and/or land federations are altogether 66 managing director ranges integrated, which care for again the local federations.

The concept of the THW plans for each district and for each circle-free city at least one local federation, Germany far gives it at present 668 local federations.

Employment units

THW youth

The THW youth is the youth organization of the technical welfare organization. It sat down it to the goal of advancing boys and girls starting from ten years spielerisch to the work of the THWs. The THW youth belonged however not to the Federal Institution technical welfare organization, but is its own association. This regulation was made with that ulterior motives to maintain no national youth organization (see also: THW youth).

Training

The aid candidates in the THW go through basis training (basis training I) in general bases to handling devices, safety precautions and knowledge over the structure and the structure of the THW to be mediated. The examination of the basis training I represents the conclusion of this basis training. This examination consists of a theoretical and a practical test part, as well as an employment exercise. After the examination i.d.R. the aid candidate is appointed the "aid" and equipped with the appropriate utility position characteristics.

In the year 2005 the past training concept "basic training" was transformed and renamed. The basic training locked up to the transformation with the "basic illusory examination". After successfully put down examination one kept the so-called "basic light" (test proof) handed out. After the Neukonzeptierung the basic training in basis training I was renamed and equipped with new learning contents.

After the basis training the aid is assigned to his unit. The aid is assigned either to a technical course, a specialized group, or the staff of the local federation. There it goes through then the basis training II or can in further topics by the basis training III to be trained further be able. In the basis training II + III are obtained more extensive knowledge for the special need of the respective unit (salvage or specialized group).

Additionally the honorary aids and full-time coworker of the THW can participate in training courses in one of the federal schools THW Bundesschule Hoya in the integrated municipality county Hoya, Lower Saxony or THW Bundesschule Neuhausen in Neuhausen on the Fildern, Baden-Wuerttemberg.

Employments

• The Oderhochwasser 1997 was with 54 employment days and more than 7200 THW aids from 392 local federations the first large employment since the German reunification.
• At the beginning of the yearly 2000 the THW had the largest international mission in France. More than 1,500 aids helped with the removal of damage by winter towers.
• The largest employment in the history of the THWs was the Elbe flood 2002, with which 24,000 aids with 1.750.000 hours and the technical equipment were in use.
