The tariff border control was in the time of 1937 to 1945 for the guard of the borders of the German Reich, as well as the borders of most occupied areas responsibly.
Up to the end of the empire in the year 1918 each country was independently responsible for the guard of the borders and collection of tariffs in the context of the rules and principles of the German customs union. After the lost 1. World war and the associated high reparation payments a uniform and essentially centralistic led financial administration (Erzberger' financial reform) was developed for the first time. Thus also the collection of customs duties and border guard were standardized and subordinated to the arrangements of the realm financial administration (RFV) as tariff border service (ZGD). Countries such as Bavaria and Prussia afforded however already at that time their own border police.
After 1933 the tasks and arrangements of the tariff border service remained only once untouched. Until 1936 Heinrich Himmler had developed the SS increasingly to the safety organ of the NSDAP and had taken over high posts within the police. It tried to receive starting from at the end of of 1936, also control of the ZGD. Himmler used police and SS to border investigations, in order to receive information about strength, organization and equipment. On Saturday, the 20. March 1937 received the realm Treasury (RFM) a telex of the Prussian Prime Minister at that time, Hermann to a Minister discussion on Monday, to the 22. March 1937. Topic should be the security of the state, in particular the guard of the borders. The involved ones in the RFM assumed the grasp Himmlers after the ZGD, whereby in addition it came that only few days the director/conductor of the tariff department in the RFM had before deceased surprisingly. In the shortness of the time documents were arranged and upper financial president at that time by Brandenburg, was appointed Johannes Hossfeld, the general inspector of the tariff border control. This was first time that the name tariff border control was used. In the discussion it turned out that Himmler had spread wrong data concerning the ZGD, on which rejected an assumption under the SS, however prescribed that the border police of the SS of more rights at the borders received. Thus developed a duality, which persisted nearly up to the end of war. Still in the year 1937 the ZGS was reorganized, new guidelines was compiled and new uniforms spent. In the following years the ZGS participated in the occupation of Austria, the Sudetenlandes, the remainder Tschechei and the Memellandes. In the year 1939 the tariff border control decoration was donated.
From the beginning the ZGS was used in most occupied countries for the guard of the borders and avoidance of smuggling. The largest foreign administrations originated in thereby in France with approx. 10,000 men and in the Generalgouvernement also at the beginning approx. to 7,000 men. Also after the campaigns in Scandinavia, against Yugoslavia and the Soviet Union agencies of the ZGS followed. At this time the employment yielded however ever more military tasks. The ZGS was used for guard militarily and economically important plants, as listening post and occasionally to the plug of front gaps. After the withdrawal of Italy from the federation of the Axis powers the ZGS engaged also in upper Italy. The ZGS had to deliver increasingly personnel to the armed forces. The developed gaps were older filled up from the respective (people) German border population, and/or with men of the classes 1900 and. These men were summarized under the designation "intensified border supervision service", and/or "tariff border control reserve". For instance center 1943 made off for partisans the ZGS in all operational areas to create. This led to a partly fortress-like development of the accommodations and equipment also automatic weapon after the assassination attempt from 20 July 1944 subordinated to Hitler the ZGS of the SS. Within fewer months high-level personnel of the ZGS was replaced by police or SS-forces. This nearly completely succeeded in the realm area, abroad only in few cases. Starting from November 1944 the back-pushed was summarized in battalions and used in the range and France in the fights. Those often militarily only little experienced, and/or obsolete units had to register high losses and were fast reamed. To 2. May 1945 was subordinated the ZGS again to the realm Treasury.
The tariff border control was not an independent organization within the realm financial administration, but a conceptual union of different agencies. Also the general inspector had only instruction right in border questions. The arrangement was as follows, whereby tariff border control in the actual sense only the Bezirkszollkommissariate and the border supervision places were called.
At the end of war the tariff border control of the allied ones was waived, the border guard and smuggling fight took over allied armed forces, special units like the "BFS - British Frontier service", and/or the police. In order to standardize and experienced forces use the guard, 1947, first in the British zone of occupation, became which tariff border control again based, which soon also the American zone of occupation followed. On 1 April 1949 the "law over the tariff directing center and the tariff border service" came into force in both zones (Bi-zone). With it the designation tariff border control ended, since the border was e.g. to the Soviet zone of occupation no customs border at that time in the actual sense. The old designation (tariff) border supervision service was again introduced with establishment of the Federal Republic.
