The structure east, also admits as upswing east, is briefly again a key word coined/shaped after the reunification of Germany, which designates the economic catching up process on 3 October 1990 the Federal Republic of Germany joined of the five new Lands of the Federal Republic and east Berlin.

A goal of the structure east can it be attained in the east of Germany similar economical, social and infrastructural conditions as in the old Lands of the Federal Republic. Positive examples are the ultramodern glass fiber-based telephone network, the revaluation of the city centers, the development of the traffic infrastructure (roads, course) and the environmental redevelopment (which however considerably on the general industrial dying after the turn decreases/goes back). Due to the actual difficulties the adjustment - those approx. 1997 to the stop came and today (2004) to opinion of some experts of economic politics even declining actual the term similarly as the flowering landscapes partly into discredit came.

With the time it turned out that the watering can principle led to an infiltration of tax fundses (krtitische commentators speak meanwhile of the "principle fire hose" and the extent of the Verschwendung to clarify). After computations of the mirror approx. 1250 billion euro at conveyances flowed after East Germany since the reunification (conditions summer 2004). Other estimations proceed from more than 1400 billion euro for the same period. The fact is criticized that up to 2/3 of the conveyances for konsumptive purposes are used, while the investment ratios are even again declining for some years (Hans Werner sense). Within the range close to the border to West Germany the promotion downward gradient points the negative sides out of this global beginning of the structural policy. Meanwhile one changed over to promote and make the engine of whole regions individual regions in such a way, instead of paying promotion funds wide. In this connection also the term of lighthouses is used. Examples of such, positively developing regions are the regions Dresden with semiconductor industry, automotive manufacture and Vertragsforschung, Leipzig with automotive manufacture and fair, Chemnitz and Zwickau with automotive manufacture, Jena (technology enterprise) and the routistic coined/shaped Baltic Sea coast Mecklenburg Vorpommerns. On the other hand parts of East Germany must place themselves to the challenges of a complete Deindustrialisierung.

Again and again there were also discussions over the possibility of a special economic zone for the northeast of Germany; thus the creation completely different basic conditions. For example taxes and bureaucratic editions for investors could be reduced or the wages and/or wage additive costs in relation to the west level be lowered. A goal of such beginnings is to be closed it the existing productivity gap and the cost clamp of the enterprises accompanying with it in relation to the west of the Federal Republic and to be equipped East Germany with genuine competition advantages. Actually the cost clamp is made as one of the main factors of the economic dynamics lacking responsible. In the direct location competition of East Germany with central and this cost clamp represents a serious cause of impediment for new investments to Eastern European neighbour states. In the 90's the wage partners set superproportional increases of wages by those for productivity growth hurried ahead. Many enterprises had not been up to to this rising costses, so that in the consequence jobs were lost. One spoke of "political decisions". The collective bargaining was led i.d.R. by West German functionaries - and these had less the future fate of East Germany before eyes, but saw the danger, the east with low wages seriously competition could make for the west. Explanation beginnings for these decisions perfectly irrational from economic view are however less in adventurous conspiracy theories than rather in the political economic cycle and which the behavior at this time of the officiating politicians.

Structure east in the Second World War

During the Second World War the German plans became the "re-organization" of Eastern Europe, among other things also by means of Deportationen and mass murder largely put on as well as by technical hunger, under which east summarizes euphemistischen term of the structure (among other things the master planner east).
