The Shanghai agreement specifies the Einfuhrkontigente for Chinese textiles into the European Union. It applies until 2007.

Background of the agreement was a safety clause in the treaty of accession between China and the world trade organization in the year 2001. Therein a restriction of Chinese imported goods should be made possible for the World Trade Organization members, if they would see themselves threatened on the domestic market of it.

When the European Union commission opened a such procedure however in the first quarter 2005 on urge of the Italians, Spaniards and Frenchmen, it pulled to the Unwillen of the Chinese government on itself and in the meantime one saw the good trade relations between the two economic powers seriously endangered. But on 10 June 2005 it came into Shanghai to an agreement between China and the European Union; the import quotas to 2007 were specified for ten kinds of textile. While the trade of the European Union positively reacted, the European textile producers felt ignored.
