Semstwo (Russian also: Zemstvo) means "‚land conditions' or "‚landscape agency' and designates local autonomy units on circle and Gouvernementsebene, which were introduced 1864 to the course of liberal reforms in the Empire of at that time Russia.
Into the respective Semstwo representatives of the aristocracy, the city dweller were selected and the farmers on three years. The field of the local administrations contained among other things health the education and traffic, Wohlfahrtspflege and arm welfare service, industry, trade and agriculture. The financing was based on tax receipts, for which the respective Semstwoverwaltungen was responsible likewise.
The 1914 developed totalRussian Semstwobund took part with the standard ware in the army supply. The Semstwobewegung was an important basis of the Russian liberalism. Since 1900 the Semstwoverwaltungen came however increasingly under bureaucratic influence.
