The term operating change or English RH engineering (or Reengineering) designates the concept of a thorough change of business processes in enterprises and authorities. The result are improvements in crucial measurable achievement sizes in the ranges costs, quality, service and time.

Strictly speaking RH engineering means the shaping to an holistic working procedure, with which tayloristische elements disappear to a large extent. Thus for example the material procurement, production, marketing and the dispatch are summarized and completed no more in separate departments or operational sequence.

The concept RH engineering arose in the middle of the 90's, when Michael hammer and James Champy in a set of essays and books publicised the ideas. They developed in the fact the argument that enterprises lose too much time with the delivery of tasks from a department to another, so that one should install better holistic operational sequence.

RH engineering means to give long-known proceedings up and to regard the work, which is into the products and services of an enterprise, from a new point of view, as well as to the customer a new value to offer.

RH engineering stimulated lately many changes in the management of organizations, for example so the cross section organization, the Zulieferkette (Supply chain) and the Kundenbeziehungen (Customer Relationship management). In addition, the development of Tools experienced suggestions, like management information systems, ERP systems, systems for the knowledge management, Groupware and cooperative systems.

Critics RH engineering object that projects for the RH engineering often do not achieve and to substantial dismissals lead the goals fitted by enterprises. Despite the large attention, with which the concept is pursued, it cannot fulfill expectations.

The reasons for it are according to opinion of the critics:

• The concept does not call convincing arguments for the acceptance that the Ineffizienz of the processes is a cause for the efficiency lacking of enterprises.
• Usually the holistic processes on "the green meadow" are developed, without considering the already existing operational sequence and procedures (whereby exactly that is the mental premise, which is demanded by Michael hammer and James Champy).
