The Reichskommissariat east country existed during the German crew time in the Baltic and parts of white Russia, from July 1941 to 1944/1945.


After the German attack on the Soviet Union on 22 June 1941 on 25 July 1941, 12,00 o'clock, the Reichskommissariat east country was formed. It came out from parts rear army area of the north.

Its borders ran first as follows:

  • The west: East border of the German Reich/Baltic Sea coast,
  • The north and the east: west the (Riga exclusively, Jakob city inclusively, exclusively, Druja inclusively.),
  • The south: north the line Druja/Maletai/Ranmiskes/Viytytis.

Seat of the administration was provisionally the city Kowno, later in washrooms renamed.

The realm commissioner the upper president and gau leader were appointed by Schleswig-Holstein Hinrich Lohse.

Already to 1 August 1941, 12,00 o'clock was extended the Reichskommissariat east country spatially from the rear army area center.

Its new borders ran provisionally as follows:

  • Northwest: Past east border of the Reichskommissariat east country,
  • The south and the east: The area around Wilna, limits in the east and southeast by the former litauische border.

The next change followed according to the continuation of the fighting to 1 September 1941, 12,00 o'clock.

At this time the Reichskommissariat east country extended from the rear army area center, so far within the following borders one lay:

  • The west: Past east border of the Reichskommissariat east country and the district Bialystok;
  • The south: Border to the Reichskommissariat Ukraine;
  • The east and the north: The rear army area center up to the line Sankewitschi1/Lenino at the Slutsch/process of the Slutsch to Sluzk/Rudensk at railroad line Minsk Bobruisk/Smilowitschi to the Wolna/Borissow (exclusive) /Verlauf the Beresina to Beresino (about 80 km north Borissow.) /Disna to the up to the formerly lettisch Russian border (places with exception of Borissow and places at the rivers mentioned inclusively),

the rear army area north up to the line formerly lettisch Russian border/formerly lettisch estnische border.

To the final seat of the administration Riga was ordered.

To 1 November 1941 the city Grodno stepped together with surrounding field to the district Bialystok.

The last extension occurred on 5 December 1941 and applied starting from 12.00 o'clock. Afterwards north earlier Estonia crossed to the Reichskommissariat east country from the rear army area. The area remained however militarily further area of operations of the Heeres.Im run of the years 1943/1944 the Reichskommissariat step by step by the Red Army was back-conquered.

At the beginning of of 1944, when alone still vacant the circle areas Brest, Kobryn and Pinsk of the Reichskommissariats Ukraine remained did not permit their own administration any longer, was subordinated this edge strip of the administration of the general district Weissruthenien in the Reichskommissariat east country.

Administrative arrangement

The Reichskommissariat east country, which should be called Baltenland original, divided into four general districts with the appropriate number of German circle areas.

The Reichskommissariat east country was subordinate formally to the realm Minister for the occupied east areas Alfred rose mountain in Berlin.

The seats of the general commissioners were for the general districts:

  • Estonia: Reval,
  • Latvia: Riga,
  • Lithuania: Washrooms,
  • Weissruthenien: Minsk.

In the decree of the realm Minister for the occupied east areas over "the administration of the Reichskommissariats east country "of 7. March 1943 (together with plants and implementation instructions for Lithuania, Lettland and Estland) was specified to a large extent the administrative structure of the general districts. In "certain limits "its own, native administration under clear German leadership should existing remain, for Weissruthenien applied for special arrangements in everyone of the three Baltic general districts. A goal was once a large discharge of the German administration, which did not have sufficient personnel, in order to notice all functions of the administration in the general districts. Another goal lay in the tendency of being able to offer to the Baltic peoples political incentives to the active cooperation in the war against the Soviet Union. In the consequence it came to continuing arguments within the general districts themselves, between the different general districts as well as between the Reichskommissariat and the east Ministry, different there in each case views regarding the exact status of the local administrations existed.

Up to the end of the occupation of the east country was besides the position of the city Riga with their German mayor inexplicably, who was simultaneous in personnel union an area commissioner Riga city, since Riga never, how intended, which was subordinated to lettischen autonomy organs.

Place name

Generally again latin alphabet remained with the native place names, for the general district Weissruthenien applied.

In the Baltic at least each post office place received also a name, which was adapted lautlich to the German language.
