By the designation public service one understands the work of the officials, employees and workers about public bodies. In the year 2003 worked approximately 4.8 million humans in Germany in the public service.
Employers (and/or with an official service gentleman) can be municipalities, Lands of the Federal Republic, the federation or other bodies, institutes of the public right or donations of the public right. Federal offices and national offices are thereby federation or Land authorities (e.g. offices for supplying, tax offices etc.). Most "offices" in the colloquial sense (Sozialamt, youth welfare office, register office, office for order etc.) are legally subdivisions of municipality, city or district administrations, belong thus to the indirect Landesverwaltung.
To the public service belong for example apart from the activity in the administration usually the work in schools and national hospitals. The garbage disposal and transporting enterprises are often already denationalized. To the public service in the broader sense also the social security belongs (federal agency for work, German old age pension insurance, health insurance companies, professional associations) as well as the activity in public savings banks.
So far uniform collective agreements, the most well-known applied are the federal employee wage agreement to the public service (ASKED). Since 1 October 2005 this Tarifeinheit continues to exist so not. Now the collective agreement public service is effective, for the Lands of the Federal Republic continues to apply meanwhile the past tariff right for persons employed with the federation and the municipalities. Because only the federation and the federation of local employers negotiated with the trade union ver.di about a new tariff right, which tariff community of German countries does not have itself in the negotiations taken part.
Not directly public service are the churches. These have also the status of public bodies, however here sometimes different legal rules apply due to the constitutionally guaranteed autonomy of the churches (see also church industrial law).
