The place represents the smallest organizational unit in the organizational structure and is a sum of tasks, which are durably summarized and of a person which so-called place owner, qualified for, under normal circumstances can be implemented. All aspects of a place are laid down in job descriptions.
Characteristics
The following characteristics are characteristic of places:
- The task is specified for a longer time and follows the principle of person independence.
- Authority one calls the rights and obligations, which will transfer the place owner.
- As responsibility the obligation of a person is understood to put down for its decisions and actions account.
With it the attention of the congruence principle, i.e. an agreement between task, authority and responsibility are important.
Kinds of place
The organization of the places can take place due to the assigned authority in two kinds:
- Line places are usually directly entrusted with execution by operational major tasks:
- Remark places are places, which are equipped with line authority with execution authority, not however. That means, they may not give instructions to other places. They have only concerning decision authority their own action range.
- Line places are characterized by foreign decision, instruction and control authority. Substantial criteria are therefore the meeting of foreign decisions, the shifting of the decision in arrangements and the external supervision of the execution. A characteristic with the formation of line places, which can be considered, is the line span.
- Supporting places serve only indirectly the fulfilment of the economical major task:
- Staff places are specialized line auxiliary places, by which primarily data processing and decision capacity of the line places are to be increased. Staff places are to prevent an overloading of the line places.

Place formation
The following four possibilities of the place formation are differentiated:
- Task-referred place formation: Tasks with same characteristics are combined into a place and assigned to a subject of function.
- Subject of function-referred place formation: With this form either a person or a material can serve the place formation as point of reference. With persons as point of reference the motivation of the coworkers and the humanization of the working sphere stand in the center. With the material as point of reference particularly on the characteristics of this consideration one takes.
- Relationship-oriented place formation: It is tried to minimize the relations (material, immaterial and monetary) between the individual places. Thus the result statement and the demarcation of task execution, responsibility and authority can be accomplished exactly.
- Place formation due to legal standards: Due to certain laws an order for place education takes place. This is for example in the range data security, environmental protection and industrial safety applicable.
Several places are then combined into a department. After the place formation the filling of vacancies takes place. Here a place owner is looked for, who corresponds to the requirement profile of the place in its suitability profile (see recruitment). Deviations between suitability and requirement profile are to be reduced by measures of the personnel development.
