Paper one calls certain a field of application or special, which within authority or another organization of certain advisers, who specialized advisers, one works on. Referate serve the more efficient completion of the various tasks within the organization concerned. This would not be possible without the special know-how of the specialized advisers.

Referate possess a job oriented organisational structure within the respective agency usually. The specialized advisers must possess being incumbent on tasks for completion them on the one hand the necessary technical know-how and settle organizational tasks. They dedicate themselves therefore not only household or tasks of planning to technical questions, but often also organization. They can participate also in the personnel co-ordination and - guidance as well as in the work planning. Further information specialists are specialist inside responsible with management function and - for the contentwise development of the respective Fachreferats. They ensure for the fact that a completely efficient and modern information service is ordered to the respective target group.

There are innumerable Referate, so e.g. for work and economics, for environment and health, for legal questions, for the public work, for the research promotion, for the youth promotion, for the professional experience, for the town development, for the quality assurance, for world-descriptive questions. Also in libraries specialized advisers work on certain special fields.

In Ministries Referate are assigned to certain subsections and subdivide themselves into subjects. Section chiefs are there usually (salary bracket B3).

In central authorities are the Referate in groups, similarly the subsections of the Ministries, arranged. Group leaders are there usually leading directors of government or directors of government with the goal of the transport.
