The term obstruction assistance enclosure organized auxiliary and consulting offers for humans with handicaps. Mechanisms and/or performances of the obstruction assistance are for example:

• Advisory boards
• Support from early on
• integrative mechanisms such as kindergartens or integration enterprises
• separate and welfare-educational kindergartens
• Special schools
• special vocational schools, for example for hearing-impaired ones
• Professional training for for example blind ones or hearing-impaired ones
• vocational integration aids
• Living and care offers for humans with handicaps
• Workshops for handicapped humans (WfbM)
• Driving services

These mechanisms in the Federal Republic of free carriers, as for example or, if no free carrier is available for the assumption of the appropriate tasks, of public carriers, which corresponds to the are carried for Caritas, dia.-conical work, life assistance, self-help initiatives, parents associations.

For the financing no uniform basis exists. The offers over achievements are accounted for after "§"§ the 53-60 of the social welfare assistance law (SGB XII), the nursing care insurance (SGB XI), the labour advancement law (SGB III), the law for the rehablitation and sharing of handicapped humans (SGB IX), "§ the 35a (integration help for mentally obstructed children and young people) of the child and juvenile welfare service law (SGB VIII) and over different health and rehablitation achievements (among other things SGB V and SGB VII). The financing of the schools is in principle land thing.
