New material (English new one chemical substance) is a term from the chemical right.

New materials are such materials, which came to the entry into force of the respective national chemical law on the market. These are adjusted legally differently (usually more strictly), than such, which were before the entry into force of the law on the market.

In the European union one understands such materials, which came after 18 September 1981 within the EEC on the market by new materials. All these materials are specified in the European new material inventory (ELINCS).

In order to be allowed to bring a new material in the European union in circulation, this must be announced thus only. This registration must contain the results of physikochemischen, toxicological and examinations. The range of the examinations depends on the intended in circulation yearly quantity brought of the material. The more highly the quantity the more examinations must be accomplished. The details are fixed in the European guideline 92/32/EG.

By the forthcoming renewal of the European chemical right it is is reached that old materials are evaluated just as strictly as new materials. This future European industrial chemical right is called REACH (Registration, evaluation, and Authorisation OF chemicals).
