Mayer studied history and geography at the University of Vienna and 1890 was attained a doctorate. In the years 1897-1920 Mayr was director/conductor of the Tiroler Landesarchives. 1900 he became a professor for new history at the University of Innsbruck.
Mayrs political career began already in the time of the monarchy, from 1907 to 1911 was it a delegate to the realm advice, from 1908 to 1914 of delegates in the Tiroler federal state parliament. 1919/20 were Mayr member of the constituent national assembly, in negotiations interspersed it as a representative of the CS the Austrian condition. As a successor of Karl racer it was 1920 directors/conductors of the state chancellery (and thus state chancellors) at the point of the Proporzregierung starting from November of 1920 Federal Chancellors and minister of foreign affairs of a minority cabinet of the CS. Because of an intended connection tuning at Germany in the Steiermark withdrew it on 1 June 1921 as a Federal Chancellor. It was member of the A.V.
