Madly the Collect GmbH is to be operated and accounted for a German enterprise, which was assigned by the German Federal Government to develop the system for the income of the truck duty on German motorways.

After the technical problems had taken varnishing and/or delaying to them with the structure of the system over hand and statements had been accused, Rummel and Mangold were set off in October 2003. New managing director became the Viag Interkom manager Hans Burghardt Ziermann, new supervisory board chairmen starting from December Peter Mihatsch. They were already again replaced in March 2004: CEO is since then the Christoph Bellmer coming from the Telekom (* 1963).
Originally to 31 August 2003 the planned starting date could not be kept by madly Collect. After the successful execution of the Probebetriebs the Federal Office for goods traffic (BAG) gave "the special provisional operating permit "(BVBe) on 15 December 2004 for the new truck Mautsystem. The duty introduction took place - in for the time being technically reduced form - on 1 January 2005. Since 1 January 2006 the system with full functionality runs. However still about 60000 with outdated software was on the way on 2 January 2005 of approximately 480000 on board units (OBU).
The European Union competition guardians had 2002 substantial doubts approximately madly Collect. The Mautsystem and the associated, so-called increase in value services, how truck detection and text transmission could have help DaimlerChrysler to a dominating the market position with telematics systems for transport and logistics.
DaimlerChrysler is the largest German truck manufacturer. The company could have controlled on Collect the entrance of other telematics Dienstleister to on board unit (OBU) on-board devices mentioned in opinion of the European Union authority over the participation madly. In order European Union permission for received, DaimlerChrysler and German Telekom were to be accepted in a forced manner, several editions. So the society Telematics gateway created for increase in value services such as flow of traffic analyses and sign posts assistance is not to be controlled by DaimlerChrysler and the Telekom. On-board devices must be combinable also with systems of other manufacturers.
Madly Collect strove also for the advertisement for the truck duty in Austria, could not come there however not to the course.
On 29 July 2005 the Federal Ministry of Transport complaint let submit against the duty consortium. Madly Collect is accused the federation in the unclear one over the problems with the development and the associated delays as well as income losses to have left conscious. Due to various technical difficulties the system at the beginning of of 2005 could be taken only with 16 months delay in enterprise. "The operators deceived the federation, by delivering, it being said promises to the dates of start-up partly in the knowledge of the delays and partly without sufficient basis in the blue inside, thus bad-cunningly, ". 1,6 billion euro contractual penalties as well as 3.5 billion euro of income losses are made valid. The current demand is thereby about 5.1 billion euro.
Since 18 July 2005 the so-called OBU2 von mad Collect is blocked.
