The "conference for the regulation of the foreign debts" took place from the summer 1952 up to the "Londoner debt agreement" on 27 February 1953. In it liabilities of Germany were regulated after the Second World War. Germany could put here the basic stick to a new reliability in its politics and economics. Under the line of the banker Hermann Abs it succeeded to take the German delegation against all resistances and difficulties for the still young Federal Republic optimal start conditions out for the using Wirtschaftswunder. Also the claim to sole representation, which became to represent here for the first time internationally, was now basis of the policy of the recent West German state. Abs could make clear for the present delegations of other states that to high Reparationsforderungen at Germany already was after the First World War one of the principal reasons for the failure of the Weimar Republic. Reparationsfragen were postponed in London on a later peace treaty, which was however never negotiated. During the reunification of Germany 1990 for this reason without an official peace treaty, the two-plus four-contract carries exactly exactly for this reason the attribute was done "instead of a peace treaty".
