A living licence (WBS) is in Germany a certificate over the living authorization in the publicly promoted social housing construction and is valid for the duration of one year. It is the condition for the purchase of a dwelling promoted with public means ("subsidized low-rent housing ") and is income-dependently given. Persons, who are not only temporarily in Germany, are request-entitled.

There are for example the following authorization groups:

- Families with at least one child without a dwelling or in spatially insufficient housing conditions.

- Got engaged married people and/or without own dwelling, if a pregnancy starting from the 14. Week is proven.

- Severely disabled ones, if the present housing conditions are objectively unsuitable because of recognized suffering for it.

Up-to-date (conditions: April 2006) may order an individual over up to 12.000 euro yearly incomes, in order to receive a WBS.

For a two-person household the yearly income border is about 18.000 euro.

For each further person 4100 euro are taken into account.

If persons counting are children to the household, the revenue limit increases additionally by 500 euro per child.
