In Germany under juvenile welfare service (actually child and juvenile welfare service) all achievements and tasks free and public carriers are summarized in favor of young humans and their families. Again these were arranged 1990/91 in the SGB (social legislation) VIII (KJHG) and revised fundamentally. The SGB VIII experienced since then a set of revisions; last at the end of of 2005 by the law to the advancement of the child and juvenile welfare service (child and juvenile welfare service advancement law - KICK).

Addressee of the child and juvenile welfare service

Addressees are:

  • Children (under 14 years old)
  • Young person (between 14 and 18 years)
  • Growing up one (between 18 and 21 years)
  • Young of age ones (under 27 years)
  • Personconcern-entitled (usually parents)

Tasks of the juvenile welfare service

The SGB VIII differentiates between tasks (generic term) as well as achievements (second chapter) and other tasks (third chapter).

Achievements of the juvenile welfare service

Achievements of the juvenile welfare service are:

  • all offers of the child and youth work, e.g. youth club and leisure facilities,
  • Offers for family promotion (for example consultation with separation and divorce),
  • Child daily support school strongholds, child shops, creches, child daily care),
  • Assistance for education (among other things educating consultation, full time care, socialeducational family assistance, home education),
  • Children and young person obstructed assistance for physical or psychologically
  • Assistance for boy of age one.

Other tasks

Other tasks so mentioned of the juvenile welfare service e.g. are:

  • Intensive socialeducational single support after "§ 35 KJHG,
  • Consultation and support of however-educating during the asserting of claim for alimony,
  • Co-operation with the family court and court of guardianship,
  • Juvenile court assistance,
  • Inobhutnahme of children and young people ("§ 42 KJHG) during child well-being endangerment ("§ 1666 BGB), e.g. accommodation in home mechanisms after "§ 34 KJHG.

Execution

Achievements of the juvenile welfare service (e.g. the enterprise of a kindergarten, an educating advisory board) are furnished mostly by free carriers.

The large free carriers have a special, legally recognized status as central associations of the free Wohlfahrtspflege and exert appropriate influence on the social politics of the federation. To them belong:

  • the dia.-conical work (DW) of the Evangelist church,
  • the German Caritas federation of the catholic church,
  • the German red cross (German Red Cross),
  • the workers' welfare institution (AWO),
  • the welfare organisation in equal numbers (DPW) and
  • the central welfare place of the Jews in Germany (ZWST).

Other well-known free carriers are e.g. the worker Samariter federation (ASB) and the SOS The people solidarity come out from the earlier GDR is in the meantime member in the welfare organisation in equal numbers.

While the practical execution of tasks of the juvenile welfare service is incumbent on predominantly free carriers, the public juvenile welfare service is mostly responsible for sovereign, planning and steering tasks. It ensures their offers and services by the financing of the free carriers.

On some achievements of the juvenile welfare service - like for example the assistance for education or the child daily support - have entitled a legal claim. Legal claims and achievement obligations are directed against the local carriers of the public juvenile welfare service, this are mostly the youth welfare offices of the circles and circle-free cities. Over-local carriers are mostly the countries. Other achievements (like youth leisure offers) are legal tasks of obligation, without however an individually in-complainable legal claim would exist.

The perception of the aforementioned other tasks after the KJHG is incumbent on almost exclusively the public juvenile welfare service.

A special characteristic of the child and juvenile welfare service - and in the administrative structure of the Federal Republic in this form uniquely - is the Zweigliedrigkeit of the authority youth welfare office. It consists of the administration of the youth welfare office and the juvenile welfare service committee. Thus citizens and citizens are theoretically involved in the substantial decisions of the child and juvenile welfare service directly.

Cross-linking and co-operation

As the local carriers in land and Federal associations are united (district day, city day, Districts organization), applies this also to the free carriers; they have i.d.R. their circle, land and Federal associations. The above mentioned free carrier recognized by law are on land and federal level united in the league of the central associations of the free Wohlfahrtspflege. A union on federal level, that the league of the central associations, the youth federations and national youth rings, which covers technical organizations and the national youth Ministries and national youth welfare offices, is the working group for juvenile welfare service (AGJ).

Educating consultation over virtual advisory boards

Since 2005 educating consultation is offered also as medium-supported consultation over Internet. The virtual advisory boards (VBSt) decrease/go back to a resolution of the youth conference of ministers from May 2003. Afterwards the VBSt is young humans and parents for family and educating problems of assistance to offer, "for the existing educating advisory boards is with difficulty attainable or with those restraining thresholds to exist to visit these places ". The working group was transferred by the highest national youth authorities of the federal conference for educating consultation (bke). The special at the virtual advisory board is their federalcentral function by integration of the 16 Lands of the Federal Republic involved by approx. 80 specialists from advisory boards, which co-operate in a virtual team.
