James Chalmers (* 2 February 1782 in Arbroath; "† 26 August 1853 in Dundee) was owner of printering and newspaper publisher in the Scottish Dundee. To it one awards, like also Rowland Hill and Lovrenc Ko"šir, the invention of the stamp.

James Chalmers took up the suggestions of the Londoner of publisher Charls Knight from the June 1834, which suggested, manufacturing catch strips for newspapers with a revenue stamp impression to 1 penny. This should clearly accelerate the dispatch of newspapers by the post office. James Chalmers, which was inspired by this idea, began already in August 1834 with the production of small aufklebbbaren Zettelchen with a revenue stamp impression, which admits us today as stamps is. The newspaper publisher submitted however his suggestion on the introduction of his stamps only in February 1838. Impact of the publication was that Rowland Hill with its post office reform stepped for the first time in a memorandum to the public.

The stamp drafts submitted by James Chalmers were in each case five connected pieces in red pressure, which and possessed even a rubberizing were already for a test cancelled.
