James Chalmers (* 2 February 1782 in Arbroath; "† 26 August 1853 in Dundee) was owner of printering and newspaper publisher in the Scottish Dundee. To it one awards, like also Rowland Hill and Lovrenc Ko"šir, the invention of the stamp.

James Chalmers took up the suggestions of the Londoner of publisher Charls Knight from the June 1834, which suggested, manufacturing catch strips for newspapers with a revenue stamp impression to 1 penny.
