Strictly speaking the term housing policy designates the public policy, which is directed toward the housing. The term politics means here on the one hand concrete decisive acting, on the other hand the aims, at which this acting orients oneself. It cannot be accepted that in case of the public hand one of the other one is not to be separated, would like one it unmethodical arbitrariness to subordinate.

Housing policy expresses itself thus in the adjusting intervention of the public hand in the housing market. It uses with it it the available the housingpolitical equipments. Which concerns now those action-level-national housing policy, then it is in Germany above all the central state, thus the Federal Government (on regional level also the federal state government), which determines the legal basic conditions. The municipality converts federation and/or federal state law as local state above all in each case.

From view of the city sociology a further side of the housing policy of interest is for the understanding of long-term processes: those concrete acting underlying general action strategy. In this connection the question results, to what extent since 1980 a paradigm change in the housing policy can be observed. To think their dismantling would be to the process of the Deregulierung, i.e. conscious omitting of national adjustment and/or. Such a trend of neo liberal politics is observed in most industrialized countries and is in the context of neoclassical economic theories to be seen.
