Homeless foreigners is one in Germany used name for refugees of the Second World War and kidnapped the LV regime, which was after the establishment of the Federal Republic of Germany in the federal territory. To this group both member of strange nationalities and stateless people can belong.

The designation "homeless foreigners" replaced the designation "Displaced used in the American and British zone of occupation in the linguistic usage of the authorities of the Federal Republic person" (DP).

The right status of the homeless foreigners was regulated in the law over the legal status of homeless foreigners (HAuslG) of 25.04.1951.

Homeless foreigners need no residence permit and are on an equal footing in most interests the German citizens. That applies for example to the choice living and of the place of residence, occupation choice and social security benefits. The status "homeless foreigner" is left to the descendants, expires however on change of the nationality. Homeless foreigners possess no right to vote and no German passport, can both at any time by naturalization acquire.

2001 lived approximately 12,000 homeless foreigners in Germany.
