The firstbest, "optimal" solution cannot be achieved, if individual incompleteness is eliminated, but only if all are eliminated at the same time.

The correctness of the thesis presupposed, national interventions are ineffective or even harmful in the market. Rather incompleteness in the market would have to be tolerated.

The thesis emerged 1939 for the first time with John Maurice Clark.
