General information

This is an implementation regulation to the power industry law for the liberalisation of the gas market. Here now, since the four large gas network carriers on a common procedure agree could not, one regulates, how the further procedure is to go to the opening of the gas market of.

Contentwise main point

Main difficulty the opening of the gas market was the proceeding with supplier change of a final customer. This is regulated in "§ 37 GasZVO. Here is on the one hand regulated, to when the gas economy a procedure must have compiled and on the other hand, to when this in a computer platform must be implemented.

Schedule

As per "§ 37 GasZVO must

• by 1 February 2006 the procedure completely developed its.
• by 1 August 2006 the procedure implemented in a computer platform its.

Extensions

As per "§ 37 GasZVO both dates can be extended after permission over up to 6 months. A time extension was actually granted by 2 months.

Liberalisation

• By 1 April 2006 now the procedure must be completely developed. Starting from this time foreign offerers could accomplish the supplier change. Since a platform is not available, this would have to take place manually. This would be worthwhile itself if necessary for big customers.
• By 1 October 2006 now the platform must stand. The opening of the market will be able off there to take place also for small private customers.
