Forum 21 is a technical periodical for youth politics. It appears in three languages with English, French and German contributions.

The publishers are national the association international youth exchange and visitor service of the Federal Republic of Germany registered association (IJAB) with seat in Bonn, The Youth Agency (NYA) with seat in Leicester and l'Institut national de la Jeunesse et de Populaire (INJEP) with seat in Marly le Roi.

The publication, which appears in all other respects irregular, is promoted by the European communities, the Council of Europe as well as the British, German and French competent ministries.

The magazine is limited contentwise not to the youth politics of the countries involved, but understood as European-wide reporting organ of the youth politics.
