A foreign medical insurance card is the name for "certificates of requirement" for the demand achievements of the German legal health insurances abroad. For the range of the European Union and the EWR those foreign medical insurance card replaced by the European health insurance map.

At present the forms

• E110 - for the international traffic
• E111 - for for temporary stays (e.g. vacation trips) in European Union member states, EWR states and Switzerland.
• E119 - for the search for employment
• E128 - for study and for the delegation of employees into another country

Territorial principle

In the German health insurance the territorial principle applies, i.e. achievements are inland furnished only at Versicherte ("§ 16 exp. 1 number. 1 SGB V)

Health insurance protection in countries of the European Union and the EWR

From this territorial principle within the countries of the European Union and the EWR one deviates. Also in these countries have Versicherte requirement on achievements of the health insurance, which is however partially reduced.

Health insurance protection in countries with social security agreement (SVA)

Also in countries with social security agreements within the range of the health insurance (SVA) German Versicherte to achievements of the German health insurance, partially however only limited.

Health insurance protection in not EU/EWR countries without SVA

In countries outside of the European Union and the EWR, with which no SVA exists, have Versicherte only under that very close conditions "§ 18 SGB V requirement on achievements

Patient return motion

The patient return motion from the foreign country into the Federal Republic is not in principle from the health insurance company to to take over ("§ 60 exp. 4 SGB V)

Changes with the foreign medical insurance card

For the acquisition of contributions of equipment within the EU/EWR range and in countries with social security agreements for the proof of the requirement authorization certificates of requirement (in the vernacular so-called "foreign medical insurance card") will spend. Starting from that 01. May 2004 applies the health insurance protection of the legal health insurance also in the entry states of the European Union. (Estonia, Lettland, Litauen, Malta, Poland, Slowakei, Slowenien, Tschechien, Hungary and the Greek part of Cyprus). The most usual certificate of requirement, the "E111", applies in the future also in these countries. Starting from 1 June 2004 the European health insurance map should replace the form E 111. Since there is not this European health insurance map for German Versicherte however yet, of all health insurance companies a "certificate is issued for the time being as provisional replacement for the European health insurance map". This certificate can be requested and printed out meanwhile by nearly all cashes during input of the own membership number also on-line. Who states thus only abroad in an European Union country the fact that the certificate is missing to him which can by the course to the next computer with Internet entrance is helped.

European health insurance map

Starting from 1 June 2004 in most member states of the European union the European Health Insurance Card (EHIC) is inserted, it is the forms E 111 to replace.

Also the Federal Republic of Germany was obligated to convert this reorganization to 1 June 2004. An appropriate map did not give it to this date however yet, on the contrary the German health insurance companies issue a spare certificate. This is valid in all member states of the union. The EHIC can be implemented on the back of the electronic Patientenkarte.

Better protection abroad

In the past only the first and/or emergency treatment could be taken up as achievements. Starting from 1 June 2004 requirement on all medically necessary achievements exists after the defaults valid for this country.

Starting from 1 July 2004 the detour is void over the responsible foreign institution before recourse to of medical achievements. The European patient insuring map and/or the provisional spare certificate is sufficient as certificate of requirement opposite the Behandler.

It can occur nevertheless that Behandler do not accept the certificate of requirement and/or the European health insurance map and issue a private calculation which can be settled immediately, which is only partly refunded due to superelevated rates of charge by the own health insurance company. This problem is excluded to a large extent by previous conclusion private journey abroad insurance. This should include also evtl the patient return motion, since this of the German health insurance company may not be taken over. The previous view into the own autocharter can save however costs here to one, since in many charter products also with journeys without car the patient return motion is contained.

German junction point health insurance - foreign country (DVKA)

The German junction point health insurance - foreign country is carried by the central associations of the German health insurance companies.
