The federal net agency for electricity, gas, telecommunications, post office and railways, briefly federal net agency (BNetzA, in former times adjustment authority for telecommunications and post office, move TP) is an upper German federal authority (adjustment authority). Their tasks consist of the maintenance and the promotion of the competition in net markets so mentioned.

Administrative seat of the federal net agency is the federal city Bonn, their technical center lies in Mainz. The agency is subordinate to the Federal Ministry for economics and technology (BMWi). The federal net agency has branch offices in the entire federal territory. Current president of the federal net agency is Matthias Kurth, chairman of the adviser is Johannes singing hammer.

History

The authority was created on 1 January 1998 as adjustment authority for telecommunications and post office (move TP). It came out from the Federal Ministry for post office and telecommunications (BMPT) and the Federal Office for post office and telecommunications (BAPT).

Tasks

In the future the authority will be presumably for the competition on the five net markets electricity, gas, telecommunications, post office and Eisenbahnverkehr responsible.

Traditional field telecommunications and post office

After the privatisation of the Federal Post Office in three independent enterprises with the telecommunications law (TKG) an authority was created, which has the adjustment of the markets concerned to the task. Thereby equal chances are to be opened to competitors of the former monopolists.

To their tasks belong the examination and permission of all tariff amendments of enterprises, which hold a dominating the market position on a certain market. Concerned of it was so far only the German Telekom, that however already tried to proceed with reference to this regulation against local offerer.

The federal net agency must take care further that the monopolist offers all achievements to competitors for economically conditions. For this reason the Telekom's must make for example the entrance to the Teilnehmeranschlussleitung to fixed conditions for competitors possible.

Into that so far seven years of its existence did not succeed in however yet according to statements of you president coming in telecommunications to a "self-supporting competition".

Apart from the competition-legal activity the federal net agency has also tasks within the technical range. Thus it examines electronic devices for its electromagnetic compatibility. All stationary radio stations with a transmitting power of more than 10 Watts of EIRP are checked before the operating admission on the part of the federal net agency for the adherence to the limit values of their radiated electromagnetic fields. The appropriate procedure is given in the BEMFV.

A just as important aspect for radio stations is the frequency order. Thus the frequencies UMTS were e.g. auctioneered public-effectively, but the federal net agency beyond that sets up the frequency use plan, in which the complete frequency spectrum is assigned to the different radio services. So e.g. the amateur bands for the amateur radio service, individual frequencies at radio stations and/or broadcasting corporations.

With the radio services, with which an examination is prescribed to the participation in its radio traffic, such examinations are decreased from the federal net agency. Those are the examinations for the aeronautical radio and for the amateur radio certifications for Amateurfunkdienst.Die examinations for the maritime mobile service partially into the hands of the sail haven federations were e.g. put. The dispatching of the call signals for the radio services is made by the federal net agency.

To the telephone sector the federal net agency e.g. sets. Rules for the assignment of call numbers (for example for 0900-Mehrwertdienste or 118-Auskunftsdienste) up.

Further the federal net agency is responsible authority after the signature law. You must indicate more qualified digital certificates to offerer among other things the admission of the enterprise and submit here a detailed security concept. The offerers can also let themselves be accredited with it. For this the offerers and the technology used by them are examined comprehensively for safety risks. For accredited offerers the federal net agency issues the official root certificate, it is the root APPROX. for the Federal Republic of Germany. In this characteristic the federal net agency on national and international level participates also in the standardisation of signature procedures and - certificates.

Railway infrastructure

Since 1 January 2006 the federal net agency is responsible also for the monitoring of the entrance to the railway infrastructure. A detailed legislation for this is the regulation over the discrimination-free entrance to the railway infrastructure and over the principles for the collection of payment for the use of the railway infrastructure (railway infrastructure use regulation - EIBV).

Current and gas supply nets

With conversion of the European acceleration guidelines for river and gas by the new power industry law the federal net agency is to take over the supervision starting from 2006 also over the current and gas markets. Their substantial task is thereby control and permission the net-use-repaid. In addition a structure staff energy adjustment exists within the authority since 1 July 2004. On the current and gas market the federal net agency divides then the tasks with the Lands of the Federal Republic: Enterprises with less than 100,000 customers and supply networks within the national borders are adjusted of the Land authorities, all remaining of the federal authority. Thus approx. 80 per cent of the gas and 90 per cent of the current market by it are supervised.
