The European water framework guideline is a guideline, which standardizes and aims at the legal framework for the water politics within the European Union to align the water politics more strongly to a lasting and environmentalcompatible water use.

Official designation

Guideline 2000/60/EG of the European parliament and the advice from 23 October 2000 for the creation of an order framework for measures of the community within the field of the water politics.

Within the European union the natural conditions are very different. One does not need much Fantasie, in order to imagine that the water-economical problems are in Ireland others than in Sicilies or in the Lausitzer brown coal district. Therefore the guideline is limited to set up quality goals and indicate methods, how these are to reach and be received good water qualities.

The guideline is characterised thereby by four elements, which mean in relation to the past German water politics changes and partial improvements and released therefore adjustment need.

The spatial adjustment at river basin units

It is based on the simple realization the fact that with surface waters all pollutants, which itself not when sets sediment off in the bed, at which delta land, i.e. in the "next larger" waters, into which a waters flows, and in the long run in the sea. The orientation of the water politics and/or the administration at these river basin units first in Great Britain and France one practiced and gave the impulse for the European regulation. There the catchment areas of many of the large European rivers (Maas, Rhine, Elbe, or, Danube) beyond state borders go, were obvious a European regulation. Something similar applies to groundwater conditions, which are independent of borders likewise.

The integrated beginning

The chemical, biological and ecological quality of waters is subject multiplicity different influences. Over this to evaluate and accordingly act requires it first a broad data basis, for whose supply and/or updating the guideline prescribes uniform and therefore comparable criteria. Regarding the adjustment kind prescribes 10 of the guideline expressly that the loads from sources of point (those are above all industrielle introduction and such from purification plants) and vague sources (those are above all entries from agricultural activity) are regarded together, which a progress is in relation to the past German right.

The costing hitting a corner principle

The guideline prescribes that up to the year 2010 the water supply must be arranged cost-hitting a corner. In addition for politico-economic reasons some industries with high operational water requirement water is reduced delivered in price. Technical standard of the waste water purification

Until 2002 were the legal requirement to the technical standard of the waste water purification ("§ 7a of the water conservation law), the "state of the art in such a way specified", as if it defines established procedures in such a way that many waste water treatment units become outdated technically could be further operated and no legal obligation existed for 2002 were redefined the "state of the art" in accordance with the obligations of the water framework guideline and must correspond now to the "best available technologies". This term comes of the British right and therefore often "ASKED" (for "best available technology") shortened. Thus the respective level of development of progressive procedures is meant, whereby however expressly the cost use relation is considered.

The German water conservation law - a Rahmengesetz of the federation - was already adapted to the defaults of the guideline. The water law of the countries however was not everywhere changed accordingly yet.
