The European community (EEC) forms the heart that-European communities, which are again the first and most important column of the three columns of the European union. Thus the right body of the European community is the principal item of the European union (European Union). The designation European union replaced the European community today in the colloquial language, however European Union and EEC remain legally different terms.

History

The European community became to 25. March 1957 in Rome of the six member states (Belgium, Germany, France, Italy, Luxembourg, the Netherlands) of the European community for coal and steel (EGKS, often also Coal and Steel Community mentioned) under the name European Economic Community (EEC) based. Basis was the contract for the establishment of the European community (shortened EGV). Its original title read contract for the establishment of the European Economic Community, other common designations is designated Roman contracts or EEC contract. Contents of the treaty system were compiled substantially to the conferences of picture mountain in the apron. At the same time the states created also the European Atomic Energy Community (EAG or today EURATOM). Together with that already 1951 created EGKS existed now three communities, which are called also European communities. By the merger agreement exist common organs, among them a commission and an advice. The EGKS was closed limited on 50 years and integrated 2001 by the contract by Nice (2003 into force stepped) into the EGV. It does not exist any longer independently.

With the establishment of the European union (European Union) the EEC was renamed into "European community "and from the EEC contract became the EEC contract. With this change the qualitative change should be expressed to the EEC by a pure Economic Community to a political union. In the existence of the three partial communities (EGKS, EAG, EEC) this renaming changed for however nothing, since with it no formal combination of the three communities was connected.

In the course of the establishment of the European Union also some organs of the EEC renamed themselves:

  • The advice of the European communities leads the designation advice of the European union since 8 November 1993.
  • From the commission of the European communities the European commission became.
  • The audit office renamed itself on 17 January 1994 in European audit office. Of the individual organs issued legal instrument remain however further for legal instrument of the respective community.

Since the meaning of the EGKS became ever smaller and EURATOM has only a specialized task, the European community forms today the heart of the European communities, which form again the first and most important column of the three columns of the European union. Their goal is the establishment of a domestic market and - on it constructing - an economic and a monetary union. Besides it has competencies within further politics policies such as traffic, social, environment, research and technology, health, education, culture, consumer protection, development.

Since 2002 the regulations of the contract were taken up over the European community for coal and steel to the EEC contract, because the EGKS contract ran out after 50 years running time.

Organs

The organs of the EEC are in accordance with kind 7 exp. 1 EGV:

  • European parliament (kind 189 FF. EGV)
  • Advice of the European union (kind 202 FF. EGV)
  • European commission (kind 211 FF. EGV)
  • European Court of Justice (EuGH) (kind 220 FF. EGV)
  • European audit office (kind 246 FF. EGV)

These organs are at the same time active for the entire European union (uniform institutional framework).

The advice and the commission are supported in accordance with kind 7 exp. 2 EGV by the economics and social committee as well as the committee of the regions. These institutions have only advisory tasks contrary to the organs however.

Law-making

  • Guidelines of the EEC,
  • Regulations of the EEC and
  • Decisions of the EEC

is secondary Community law; they are based on kind 249 of the EEC contract (the primary Community law), even if in the public often from European Union decisions the speech is. They are part of the European right.
