The European agency for the security of the maritime traffic (short EMSA) was furnished as reaction to the average of the oiling anchor "Erika "and makes a contribution for the improvement of maritime traffic security in waters of the community. Thus is the risk of accidents on lake, which is reduced contamination of the seas due to ships and the loss of human lives to lake. The EMSA has its seat in Lisbon. Their work took up it in the year 2002 however first to Brussels.

Tasks

Task of the EMSA is it to advise the European commission in technical and scientific questions of maritime traffic security and in the range of preventing the marine pollution by ships. The moreover one it supports the commission with the sequential development and actualization of legal instruments, during the monitoring of its conversion and with the evaluation of the efficiency of existing measures. For this representatives of the agency accomplish inspections in the member states.

Furthermore the active support ranks with the application of the community system of port state control and control of the Klassifikationsgesellschaften recognized on European level among its field. This supporting activity comes the EMSA also with the development of a common procedure with the investigation of accidents at sea as well as during the mechanism of a European information system for the navigation.

The EMSA is partner for inquiries of the member states, those in connection with the concrete application of the community regulations, how e.g. the monitoring of the navigation, which stands for port state control and the competence of the flag states. In this way it promotes co-operation between the member states and the spreading of proven procedures in the community. To that extent it plays also an important role during the extension process of the European Union, since it helps the applicant countries to transfer and use the joint possession conditions in the ranges maritime traffic security and preventing of the contamination due to ships.

Finally the EMSA supports the commission and member states with the evaluation of the efficiency of these regulations, by placing objective, reliable and comparable data to them to maritime traffic security and to the marine pollution by ships to the order.
