The ERP special estate designates a special estate from the European Recovery Program, administered by the federation. This was made available originally 1948 on the basis of the Mars resounding plan, in order to promote the reconstruction of the German economy.

Historical background

1949 came it between the Federal Republic of Germany and the USA to an agreement over economic co-operation, which stepped on 1 February 1950 into force. With the present agreement it concerned a convention, which the Federal Republic signed for the first time as equal contracting parties. The agreement determined the administration of a sum from at that time 6 billion DM as so-called special estate. This enterprises should receive for the setting up to the economy. It concerned here revolvierende credits. These are funds, which can again again be assigned in accordance with their repayment, with which new means flow to the economy again and again. After the remission of debts on the part of the USA 1953 the Federal Republic had to pay back only a small part of the granted credit, what had taken place to 1966.

Legal basis and administration

The legal basis forms the law over the administration of the ERP special estate from 31 August 1953. In "§ 2 of this law its use is regulated; it serves for "to the reconstruction and promotion of the German economy".

The ERP special estate is administered by the Federal Ministry for economics and technology (BMWi). The granting of credit takes place due to submitted advancement programs via the kreditanstalt fuer wiederaufbau (KfW).

Employment of the ERP special estate

The ERP special estate is used today apart from the promotion of economy development in Germany also in German development assistance. Into the 1990er years it was used with priority for the promotion of the East German of middle class.

Political meaning of the ERP special estate

There is report in media again and again, according to which the dissolution of the ERP special estate is planned for the reorganization of the state household. This was however always prevented the respective government opposition successfully.
