An employment leader (EL) is with a special event in each case the person, who an employment befehligt and this decision must justify also afterwards. If an employment concerns only one organization, then this organization has to place an employment leader. If several organizations are concerned, then either depending upon legal situation an employment leader will have to be ordered over all organizations or one the already existing employment line over all organizations will take.

An employment leader must exhibit different qualifications:

• It must be decisive, since the decision must take place within shortest time.
• It must be able to delegate.
• It must know the possibilities, which are also executable.

It can pull experts in each case from a certain subject to rate. The last-finite decision must it however meet.

Employment leaders are important in the emergency, since the most diverse organizations are used here.

In Austria the district captain or the national captain is responsible in the emergency depending upon size of the area concerned.

An employment is on the railway like that is the highest employment leader in each case from the railway, to who all other employment leaders have to subordinate themselves.
