An electronic foot chain is equipment for monitoring, which at the foot joint one to this measure condemn humans is attached. This happens in case of a hessian pilot project in the context of the probation instruction, at the prevention of a probation revocation, the grace decision or at remand avoidance. To leave called in the German-language literature the electronic foot chain at the beginning of rather electronically supervised house arrest, whereby the supervised ones are however quite obligated, their dwelling, in order to follow either Lohnarbeit or the editions of non-profit work. In addition the supervised ones into reduced measures "free time" is granted, in which them can notice leisure activities. In this time if necessary also the restrictions of its place of residence are loosened. Internationally the measure is called electronics monitoring and driven out of the offerer companies under this name as product. 2006 was supervised in the USA thereby about 100,000 persons.

Effect

The electronic foot chain is equipped with a transmitter, which is connected by the telephone network with the responsible supervising authority (in the hessian pilot project this is the probation assistance). In this way on and absence times in the dwelling of the supervised one, specified before in a week plan, can be controlled. The routine of the day of the binding is specified exactly before in a week plan; if it comes to error messages, the probation assistance will contact the supervised one, who then again must justify itself. With frequent or serious offences so the probation can be recalled and/or the warrant of arrest again in execution is set.

Discussed expansion

For some years the use of foot chains is discussed with condemned one, because the prisons are overcrowded. The electronic foot chain is publicised thereby as alternative to the imprisonment of its proponents. In most user countries however by the measure the prisons did not empty, on the contrary by electronics monitoring a new range between detention and probation sentence was created.

Schnbohm demanded the electronic foot chain besides for The Bavarian Minister of the Interior Beckstein (CSU) demanded the electronic foot chain for "dangerous foreigners" in an interview with the magazine focus. Also electronic foot chains for extremistic Islamics were in the discussion.
