KUNO is the abbreviation for criminality fight in the cashless exchange by use of not-police organizations. This project of the euro commercial institute (EHI) in co-operation with the German police and the federation of the German retail trade (HDE) is to help to contain the damage by the fraud with the purchase with the debit map by debit.

Proceeding

The map owner, who determines the loss of its map, announces the loss or theft at the police. This makes the data available of the stolen or merrily announced maps of the central data base of the EHI. From there the information is passed on at retail trade and network carrier.

Frequently several maps exist to a bank account. If for the police message one does not indicate, which map is merry, the retail trade closes the entire account for the Lastschriftverfahren. By a Nachmeldung of the map sequence number the owner of an account can convert the Kontosperrung into a map blockage. The Nachmeldung is made by Internet or telephone. The owner of an account on an instruction card receives the contact contacts and a number for authorizing from the police.

History

The system was introduced first in August 2001 in police headquarters Dresden. There the map abuse in the signature-based ec-Lastschriftverfahren could be lowered within a yearly over over 80%.

Due to good successes and simple technical realization the procedure was inserted in the following years also in other cities. In the Lands of the Federal Republic Berlin, Brandenburg, Mecklenburg-Western Pomerania, Saarland, Saxonia and Thuringia, as well as in some further large cities of the German Federal Republic the police worked already promptly with the system.

A country wide introduction failed however initially because of reservations into the security of the map payment with signature. After intensive discussions between the federation of the retail trade (HDE) and the conference of the Secretaries of the Interiors of the Lands of the Federal Republic one could agree however on a country wide introduction. The further countries assured their participation to 2005 due to a resolution on the conference of the Secretaries of the Interiors in the autumn.

With EuroHandelsinstitut besides a recognized partner was found, which takes over now the technical conversion on sides of the trade as well as the advancement of the system.

The pilot for country wide introduction with a central platform was started in February 2006 in Stuttgart. The first connected surface countries were North-Rhine/Westphalia, Baden-Wuerttemberg and Lower Saxony.

In the press conference of 15.05.2006 to the Kriminalstatistik Minister of the Interior points out that with the fraud by means of debit maps without use of the pin procedure after partial dramatic increases in the previous years (2003: + 59.9%; 2004: + 4.8%) for the first time in 2005 a strong decrease (- 28.8%) to determine were. This is attributed to apart from an increased use of the safe pin procedure by the trade also to the introduction of the system KUNO.
