The function of the contact range official (KOBB) was introduced for the first time in the seventies with the security police Berlin. A contact range civil servant transfers fields of activity both a Streifenbeamten (predominantly in the guard service actively) and an investigator (predominantly in the day service actively).

Its task consists of being more than "friend and aids" actively - accessible for the citizens and citizens to (nearly) each problem. By the use of name plates it is also not anonymous more so - like this a uniform causes. Further each KOBB has a firm assigned district, where one knows him. It is not to be forgotten however that also a KOBB is a police execution civil servant. That is, it is subject to the prosecution obligation (Paragraf 163 of the code of criminal procedure, StPO). This means: If it experiences from a criminal offence, then it is forced to introduce a criminal procedure a charge to thus e.g. refund.
