Concession deliveries are repay, the power supply firms (EVU) at municipalities for the grant of the right for the use of public traffic routes for the transfer and the enterprise of lines, which serve the direct supply of last the latter in the Gemeindegebiet with river and gas.

Legal basis is the concession delivery regulation and the respective Konzessionsvertrag between network carriers and municipality.

The concession deliveries are agreed upon in amounts of cent kilowatt-hour per supplied. They are a component of the energy price accounted for by the power supplier with the final customer. The permissible maximum amounts are regulated in "the regulation over concession deliveries for river and gas (concession delivery regulation - KAV) ". They essentially depend on the size of the municipality (number of inhabitants), on the voltage level of the mains connection (low-voltage or medium voltage) and on the consumption structure (achievement and annual consumption).

The concession delivery is for cities and municipalities a considerable source of income. The total arising at concession deliveries amounted to in Germany in the year 2003 altogether 3,384, 9 millions EUR. In the year 2004 the concession delivery amounted to e.g. in the supply area of public utilities Hanover 47.3 millions EUR.

The concession delivery regulation (KAV) was last changed by article 3 Abs.40 of the "second law for the reorganization of the power industry law" from 7 July 2005, and adapted thus to the new power industry law (EnWG).

Concession deliveries for river

The permissible height of the concession deliveries for river amounts to:

  • for tariff customers in municipalities
    • to 25,000 inhabitants 1.32 Ct/kWh
    • to 100,000 inhabitants 1.59 Ct/kWh
    • to 500,000 inhabitants 1.99 Ct/kWh
    • over 500.000 inhabitants 2.39 Ct/kWh
  • for river in the light load tariff 0.61 Ct/kWh
  • for separate agreement customer 0.11 Ct/kWh

As separate agreement customers here only customers are considered:

  • in low-voltage (until 1kV) to be supplied, a measured output of 30 KW exceed and an annual consumption of at least 30,000 KW/H to have, or
  • in medium voltage to be supplied

The concession deliveries for river are raised from the network carrier as well as the net use repaying and exhausted to the municipality concerned. At separate agreement customers the border price wins regarding the statement of the tax liability at meaning.

Concession deliveries for gas

The permissible height of the concession deliveries for gas amounts to:

  • for gas that exclusively for cooking and for the water heating one uses, in municipalities
    • to 25,000 inhabitants 0.51 Ct/kWh
    • to 100,000 inhabitants 0.61 Ct/kWh
    • to 500,000 inhabitants 0.77 Ct/kWh
    • over 500.000 inhabitants 0.93 Ct/kWh
  • for other tariff supplies in municipalities
    • to 25,000 inhabitants 0.22 Ct/kWh
    • to 100,000 inhabitants 0.27 Ct/kWh
    • to 500,000 inhabitants 0.33 Ct/kWh
    • over 500.000 inhabitants 0.40 Ct/kWh
  • for separate agreement customer 0.03 Ct/kWh
