A boat or a ship leader is responsible in the sense of traffic regulations (BinSchStrO etc.) for its vehicle, however and in each regard.

It needs to stand not at the rudder, must however while driving on board be. It points its suitability by a qualifying certificate for the motor vehicle type and the one which can be driven on after distance (driving licence, patent or such). The certifications are partly issued by authorities, partly by federations, usually after appropriate training and examination.
