A bill is the draft of a new law or a law for the change of an existing law, to which the legislative bodies for the consultation and tuning one submits.

Federals law

On federal level in accordance with kind 76 exp. 1 GG of bills are brought by the Federal Government, from the center of the federal daily or by the Upper House of Parliament into the Bundestag. Consider "§ 76 I GO BT (agenda of the federal daily): There is at least 5% of the members of the federal daily or a parliamentary group necessarily for a bill.

Collecting mains of the Federal Government are to be transmitted to the Upper House of Parliament according to kind 76 exp. 2 GG first. This has in principle six weeks time to take to the bill position. A time extension on nine weeks is possible just like a shortening of periods of time on three weeks.

With collecting mains of the Upper House of Parliament it behaves accordingly in accordance with kind 76 exp. 3 GG, it is first the Federal Government to be submitted.

Ministerial draft bill

Bills are prepared only rarely by the parliament, since the capacities for complete drafts are missing to this. Instead they are often prepared in the Ministries. This is mostly made by that Ministry, within whose competence the law subject falls, and within the Ministry again of the specializednext paper. There the draft is written by the respective specialized advisers, from where also the designation agitates ministerial draft bill.

The ministerial draft bill is then co-ordinated with the other departments to a government bill and decided later from the cabinet to the collecting main in the parliament.
