The Alternativa Bolivariana para read (ALBA, German Bolivariani alternative for completely America is at the beginning of 2005 a co-operation begun between Venezuela and Cuba for the setting up an Economic Community. On 30 April 2006 also Bolivia joined the agreement. The project of Hugo was presented for the first time in December 2001 on the IIITH summit Caribbean state and head of the government, which took place on the Isla Margarita in Venezuela. The alternative Economic Community is to represent an alternative to the planned totalAmerican foreign trade zone ALCA dominated by the USA. A goal is it to win as much as possible states of Latin America to the participation in a Common Market.

The name of the Latin American independence fighter against Spanish colonial rule Bol­var was selected for symbolic reasons. Also pursued plans to develop a common Latin America which is independent of Europe and the USA.
