The largest part of the promotions of the European Union flows into the agricultural policy and into structure-political financial instruments (e.g. in the European funds for regional development, in the European social funds, in the European adjustment and guarantee funds for the agriculture, as well as into the promotion of the adjustment of the fishery). Typically these financial assistances are paid off not directly of Brussels, but over national and regional authorities of the member countries. Usually it concerns thereby large infrastructure projects.

The European Union commission financial assistances to national or private organizations and mechanisms with juridical personality, as for instance universities, enterprises, syndicates and non-governmental organizations (NGOs) pays directly. These funds flow into projects from the ranges research and development, education and training, environmental protection, consumer protection, information society as well as projects in the European Union foreign policy. In exceptional cases also individuals are supported. The assignment guidelines, payment regulations and procedures of all European Union financial assistances are located in the "budgetary regulation" and the implementation instructions due to it. The budgetary regulation plans among other things that the European Union must publish a report annually over the promotions with all names and addresses of the beneficiaries.

Education

In order the goals, which were developed by the Bologna process, of fulfilling supported with the program tense co-operation in the field of universities between European Union member states and partner countries from the new independent states, South-east Europe and the Mediterranean area. Common projects, in addition, travel expenses are promoted. Leonardo promotes the international cooperation and foreign stays of training, student and employees, in order to increase the quality of the vocational training. At the same time innovation is to be advanced and be strengthened "the European dimension " in systems of vocational training and teaching methods. Also small one in particular and middle enterprises are addressed. Apart from the mobility and the language authority Leonardo aims off also at transnational pilot projects for the development of innovative teachwares, also under use of modern communication technology. Leonardo promotes further transnational networks of different mechanisms for the long-term development of teachwares, as well as projects for the analysis of the future training and qualification need. Also data comparison projects are supported. The Sokrates program is to promote the general education and consists of a whole set of subroutines: Minerva (promotion of the European co-operation in the area of open instruction, the remote teachings and of information and communication technologies in the training system), Erasmus (universities), Cormenius (schools), Lingua (promotion that language variety) as well as Grundtvig (adult education, lifelong learning). To Erasmus also the program Arion belongs, with which study attendance for specialists and decision makers are promoted in the training system. As flanking measures to Erasmus also information activities are supported.

Traffic

With the key program nets Vereinheitlichungdes of traffic system one aims at. It has a running time from 1995 to 2010, the first project concerns mainly railroad lines, motorways, water ways, the goods traffic and information systems.

Environment and energy

Life III - Environment is the most important financing instrument of the European Union in this range. Thus the development of innvoativer and integrated techniques is promoted in environmental protection. Also projects of small and middle enterprises are supported. Up to the year 2006 still the program intelligent energy for Europe runs. Local, regional and national initiatives within the ranges renewable sources of energy, energy efficiency and energy-specific aspects of the traffic are supported with this program.

Rural area

For the development of the rural area the European Union introduced the community initiative LEADER.

Law

With the program Daphne are supported European measures for the fight of the force against children, young people and women. With Grotius II the intra-European exchange of judges, state States of, bailiffs etc. is promoted to facilitate with the goal, the co-operation of the member states by a better mutual knowledge of the legal orders and the justice.

Media and culture

Since the contract of Maastricht the European union possesses also an authority in the area of the culture, which carries it among other things by advancement programs calculation.

The first culture advancement programs of the European Union were the programs Raphael, Kaleidoskop and Ariane. Since 1 January 2000 the culture is promoted mainly by means of the master program culture 2000. This promotion is assigned annually over call for the submission by suggestions (so-called "calls"). Information about the program, which becomes filing of an application and further advertisements interesting for the culture and calls over local information centres mediated, in Germany approximately over the culture edge contact (Cultural Contact POINT) in Bonn. The program still runs by 31 December 2006. The organization of the connection program starting from 2007 is discussed at present.

Culture 2000 is arranged in three "actions". Action 1 supports special innovative and/or experimental culture projects, which usually take one year and seize partners from at least three member states. The financial assistance amounts to maximally 50% of the promotable costs, at least however 50,000 euro and at the most 150,000 euro. Action 2 concerns cultural plans to co-operate of several years between at least five partners from different European Union member states. The promotion amounts to maximally 60% of the promotable costs, at the most 300,000 euro. The action 3 covers special cultural meetings with European or international radiant emittance, as for instance the action culture capital Europeanfurther funds over the scheme of the community for the promotion of cultural mechanisms active on European level is assigned.

External programs

The external promotion concerns projects, which are implemented in countries outside of the European Union and above all persons and mechanisms outside of the European Union to property to come, for example development assistance projects in the third world. These possibilities for the financial support are interesting nevertheless also for persons and mechanisms in the European Union. European NGOs for instance within the ranges environment or development can request projects, with which they contribute e.g. to environmental protection or poverty fight in the third world. Six different instruments are available for the external promotion.

• With the stability instrument are crises and instability in third countries as well as borderspreading challenges, like nuclear security, Nichtverbreitung, which fight against illegal trade, organized criminality and terrorism are concerned.
• The instrument for advancing assistance concerns potenzielle entry candidates and replaces with it the instruments PHARE, ISPA, SAPARD and CARDS as well as several other regulations.
• The European neighbourhood and partnership instrument put at the disposal, which take part in the European neighbourhood politics, that to external assistance for third countries e.g. are. Countries of the southern and eastern Mediterranean area, the Ukraine, Moldau, Belarus as well as the southern Caucasus. Also borderspreading co-operation between member countries and adjacent states are promoted for the support of the nachbarschaftlichen relations at the borders. This instrument promotes also the strategic partnership between the European Union and Russia. Plans of action and agreements are there with Moldavia, Ukraine, Morocco, Tunesien, Israel and the authorities. The assignment is made by advertisements. In former times the programs MEDA and parts of TACIS were responsible for these tasks.
• The instrument for development co-operation and economic co-operation takes all countries, areas and regions off, which are seized through none of the two previous instruments. Thus programs are replaced as for instance ALA and EEF1.
• Humanitarian assistance covers all food assistance.
• Macro financial assistance is approved to countries, which have an unusual financial requirement for the reconciliation of their Zahlungsbilanzdefizites.
