As term yet however ever more citizen, offices, politicians and scientists was not established, moves the administrative transparency or transparency of the public administration in consciousness. It is meant that the citizens view and look through in decisions and procedures of the administration receive. Thereby two levels are addressed:

  • Citizen service
  • democratic control

Roughly arranged, theoretically four stages of the transparency of public administration can an increasing degree at transparency be differentiated, which can complement each other and overlap, however to describe:

  1. Stage: Administration makes selected, general information available
  2. Stage: Administration ensures views of administrative procedures, as far as they concern the respective citizen personally

  4. Stage: Administration supports the respective citizen actively with its need after administrative transparency and arranges for it for this if necessary the necessary background informations and abilities of understanding

The first stage is with brochures, cases and Websites in many places realized, although with different utilizable value. The second stage is limited for a long time to file inspection rights appeal proceedings. The third stage is made Berlin and Brandenburg possible, with an information liberty law, in some Lands of the Federal Republic, under it however these rights are few do admit and exist on federal level only since that to 1.1.2006; for the citizens fees can result, which administration could do with a multiplicity at questions is overloaded; despite different protection regulations often data security-legal doubts are made valid. The fourth stage is all at the most punctually realized and not institutionalized.

The discussion around administrative transparency krankt at the one-sided adjustment on the level citizen services. Administrative transparency is however better as political factor to understand i.e. as democratic right. In the course of the people sovereignty (Basic Law, kind 20) the citizens "assign" its three Gewalten (division of power), among them on indirect way the executive, which consists of government and administration. Therefore as "clients" auditing rights should come to the people, which go beyond the individual procedure protection.

The meaning of a partially technically suitable aid comes to the Internet in this connection, however it can go beyond the first stage of administrative transparency only if it intelligently assigned and with a competent bake Office range becomes. Most municipalities seem to assume, with an Internet appearance they would have manufactured already sufficiently transparency.
